Challenge
The City wanted to replace their legacy billing system
that was more than 30 years old.
Solution
The City engaged TMG to assist in developing a CIS business
plan which included documentation of the current environment, assessment
of the current environment, identification of the vision and target
environments, development of high-level functional requirements,
assessment of alternatives, a regional survey, identification of
costs, and subsequent reviews and approvals.
Result
The City’s Executives approved the initiation of
a procurement project with an interest in considering either in-house,
outsourced or co-sourced solutions with SMUD and Sacramento County.
TMG issued the RFP on behalf of the City. Assisted by TMG, the City
evaluated 18 proposals. The 5 short-listed underwent grading of
scripted demonstrations, evaluation of functional and technical
checklists and extensive evaluation of business profiles and the
financial condition of the proposing companies. After narrowing
down to two solutions, the City selected the PeopleSoft CIS with
SPL as the implementation company.
TMG facilitated the solution confirmation and design activities
resulting in information needed for the best and final offer and
contract negotiations with PeopleSoft, SPL and the bill print vendor,
Group 1. Working with the vendors and the City, TMG provided a comprehensive
list of product modifications, interfaces and conversion items.
TMG also participated in negotiating the contracts executed in December
2002.
TMG worked with the City on the installation effort as the Quality
Assurance Manager, an independent third party responsible for assisting
with risk mitigation of the project.
