City of Portland, Oregon

Challenge
Extensive problems with the production CIS environment were cause for examining the continued operation of the billing system.

Solution
TMG was engaged to assess the feasibility of stabilizing the CIS OPEN-Vision solution implemented by the Water Bureau and operating for approximately 17 months. In addition, TMG was asked to examine the long-term viability of the solution and to assist the City in establishing a direction for enterprise-wide billing. The City moved to stabilize the system and work through study recommendations. A year later, TMG assisted the City with an accelerated selection process.

Result
The City targeted a product solution offered on an outsourced basis without product modifications using out-of-the-box functionality and associated business processes and workflow. The result was the selection of the Harris-Cayenta UMS solution to be implemented and operated in-house.
