Challenge
The City initiated a project to replace a 30 year old legacy billing system.

Solution
The City decided to implement a new CIS solution to be developed by Oracle. This effort did not culminate in production operation of a new system. The City and Oracle worked together to remedy this situation.

Result
In December 2006, the City began implementation of Prophecy International’s basis2 CIS with production targeted for no later than January 2008.
