CIS Challenge
Milwaukee Water Works (MWW) had installed the Systems & Software
MUPS product in 1997, but had not continued to upgrade over the
years. The utility's primary issues were to move to a functionally
rich system which could accommodate MWW'S accounting requirements;
and to migrate to an Oracle database.
MWW has 165,000 water accounts, 147,000 sewer accounts, 131,000
solid waste accounts and 137,000 snow and ice removal accounts.
Their CIS system could not accurately account for revenue between
the City‘s funds. They had not upgraded their system in several
years, and an upgrade would require an effort and expense similar
to that of installing a new system. MWW asked TMG to provide selection
services for a CIS solution.
Solutions
The procurement process began in July 2003. Proposals were received
from 13 vendors. Even though MWW was aware that the newest version
of the Systems & Software product could likely meet their needs,
they approached this project as an opportunity to thoroughly evaluate
their needs and their business processes. They wanted to see what
other CIS systems were available, and how the purchase and implementation
of those systems could improve their business.
Results
MWW determined that the new Oracle-based enQuesta product from Systems
& Software was the best fit for their business processes. TMG
participated throughout 14-month installation effort. MWW went live
in November 2005.
IVR Challenge
In addition to its need to replace its CIS system, MWW desired to
replace its IVR system and add customer web access. MWW asked TMG
to provide selection services for a total solution.
Solution
Following a thorough analysis of MWW’s current environment,
requirements and research into the vendor marketplace, it was determined
that MWW’s needs would best be met by including all three
aspects into a single RFP, however, allowing vendors to bid on one,
two or all three applications. The procurement process began in
July 2003. Proposals were received from 13 vendors, some offering
total solutions with other offering single, best of breed products.
Result
The City determined that Systems & Software’s CIS product
was the best fit for their business processes.
Since that vendor was teaming up with First Data Government Solutions
and offering an updated version of their Frank Solutions IVR, MWW
selected that IVR solution, but determined to wait to install it
following implementation of the CIS. The CIS system has been implemented
and TMG provided Quality Assurance oversight for the IVR implementation.
