Challenge
The Kansas City Kansas Board of Public Utilities (KCBPU) customer
billing system and its financial management system were running
on an in-house mainframe, at extremely high costs. The system could
not handle deregulation and enhancement requests were backlogged.
Solution
TMG was originally engaged by KCBPU to assist in the analysis and
replacement of their legacy CIS. During that process, it became
evident to KCBPU management that it would be the most advantageous
if the financial system was also analyzed, and if feasible, both
systems replaced with either an integrated solution or “best
of breed” solutions. TMG assisted KCBPU in developing a CIS/ERP
business plan which included: documentation of the current environment,
assessment of the current environment, identification of the vision
and target environments, development of high-level functional requirements,
assessment of alternatives, identification of costs, and subsequent
reviews and approvals which included a comprehensive list of product
modifications, interfaces and conversion items. Seven sets of vendors
proposed with either integrated systems or combinations of CIS and
ERM solutions.
Result
KCBPU selected the Cayenta product solution for their CIS and ERP
needs. TMG then provided KCBPU with Quality Assurance oversight
services on the CIS installation during the 18 month installation
effort. As an independent third party, TMG was responsible for the
management of KCBPU and vendor expectations regarding delivery and
timing of project components, project scope, project cost, project
timeframe, project risk and quality of deliverables. The result
was a successful installation that met KCBPU’s expectation
of a product solution that exceeded their customer’s expectations,
met their required timeframe, and was within their project budget.
