Challenge
The city wanted to replace its legacy billing system for the year 2000 and had initiated a CIS installation effort with STS and their mainframe CIS system in the early to mid-1990s.

Solutions
TMG was engaged by the City to assist in conflict resolution and the review and evaluation of CIS solutions. Due to the changing market and after much debate the City decided to move forward with another procurement. TMG assisted the City in its procurement process with the development of an RFP, proposal facilitation, and solution evaluation activities. The City narrowed potential solutions down to 3 and worked with TMG to conduct extensive product reviews, site visits, corporate office visits and negotiations.

Results
The City selected the Banner CIS solution which was successfully implemented.
