Challenge
El Paso Electric (EPE) had spent 3 years trying to implement SCT Banner.

Solutions
TMG was engaged to provide a review of the SCT Banner Implementation. The Review Team conducted three rapid assessments: review of the current SCT Banner Implementation Project, analysis of the work needed to complete the SCT Banner Implementation, and review of the Enlogix Banner solution as a potential alternative approach.

It was concluded that with significant changes to the project structure, staffing and focus, the Banner product implementation could be completed in 13 months at a cost of $6.8 million. TMG further concluded that with similar changes to the Project structure, Enlogix Banner can be implemented in 12 months at a cost of $6.3 million.

Results
The Review Team recommended that EPE establish a contingency allowance of $1.7 million to complete the SCT Banner project or $1.4 million to complete the Enlogix Banner project. EPE executives approved the recommendation and TMG began working with EPE and Enlogix on contract negotiations and an installation plan.

Due to lack of funding, the EPE decided to discontinue the project.
