Challenge
CEL needed assistance to develop a CIS and ERP business plan for CEL and three sister utilities.

Solutions
TMG was engaged to: document and assess the current environment, identify the vision and target environments, develop high-level functional requirements, assess alternatives, conduct a regional survey, identify costs, and conduct subsequent reviews and approvals. CEL initially started this approach with the plans of partnering with three of its sister utilities in the area. All four utilities worked through the selection process together identifying their core business needs and evaluating the applications against them.

Results
TMG issued the RFP on behalf of the four utilities and received 13 proposals. The group, assisted by TMG, evaluated the proposals by grading scripted demonstrations, evaluating functional and technical checklists, and extensively evaluating business profiles and financial conditions of the vendors. The group selected the Harris CIS solution and MUNIS ERP solution. CEL went live with both products (CIS/ERP). In the end all four utilities agreed upon a CIS and ERP vendor but because of budget issues only CEL was able to move towards a contract.
