Challenge
The utility wanted to investigate replacing its current
billing system and identified several drivers for the replacement,
including improved customer service and the loss of senior IT architects
who understood and maintained the system. One challenge was to find
consensus regarding the need to replace the current billing system.
As BC Hydro had attempted a failed CIS replacement effort in the
early 1990’s, the utility was hesitant to move forward.
Solutions
TMG was hired to review and assess the current CIS and to aid the
utility in building a business case for the replacement of its nearly
40 year-old system. TMG developed the business plan which included:
documentation of the current environment, assessment of the current
environment, identification of the vision and target environments,
development of functional requirements, assessment of alternatives,
an industry survey, utilization of the corporate value based management
model for the recommended option, with subsequent reviews and approvals.

Results
The BC Hydro executive’s and the Board approved the initiation
of a procurement project to investigate the market for a new CIS
solution. TMG assisted in the procurement effort which resulted
in the selection of SAP implemented by Accenture.
