2007 Challenge
In 1999 the City replaced a 25 year-old legacy billing system with
an ADS-Orcom outsourced solution with a 10 year operating contract.
With the current CIS contract expiring, the City wants to assess
their outsource strategy in comparison to industry best practices
and available opportunities.
Currently the City utilizes an outsourced model to bill for metered
and non-metered utility services. The new solution must be a state-of-the-art
technological solution capable of meeting the business requirements
multiple utility departments: Austin Energy, Austin Water Utility,
Solid Waste Services, Watershed Protection and Public Works.
Solution
TMG was retained to provide an industry perspective of the CIS evaluation
and selection process. TMG is responsible for developing a needs
assessment, preparation and distribution of an RFP, analysis and
evaluation of bids, and solution demonstration assessment.
Result
A needs assessment has determined that the City should
investigate alternative solutions for their future CIS needs. With
guidance from TMG, an RFP was prepared and distributed. Responses
are being analyzed with solution demonstrations to follow.
1995 ChallengeA new system was needed for the
year 2000, which would prove to be the largest public power outsourcing
solution in the U.S. The project was internally controversial and
the organization had difficulty reaching consensus.
Solution
TMG initiated a project in 1995 to assist the City in developing
a business strategy for the Land Information System which encompassed
numerous areas, including CIS. TMG continued to work with the City
to implement a large outsourcing solution which involved a significant
portion (50%) of the City’s IT budget. The decision to outsource
CIS Solution brought nine city departments to consensus.
Result
TMG continued to work with the City throughout the installation
process to assist in moving the project forward toward a successful
installation in October 1999.
