W.E.B. Aruba
Challenge
W.E.B. Aruba N.V provides water to the island's residents, and partners
with the island's electric company, Elmar, in meter reading, bill
presentation and payments. W.E.B. was billing and collecting using
a CIS legacy system developed in the late 1980s.
Solutions
In 2004 TMG was engaged to develop the business plan and prepare
a report for Senior Management Team with information regarding market
activity, solutions, installation costs and timeframes, customer
profiles, customer application architectures, and lessons learned.
An evaluation was done of the current CIS including a functionality
assessment. The current CIS was found to be around 44% effective
in support of their current needs. Based on this report, W.E.B.
Aruba N.V. initiated a project in 2006 to select a new CIS solution.
TMG provided a preliminary business process review of W.E.B.'s
customer service and billing functions, prepared the RFP and issued
it to qualified 6 vendors. 5 of the vendors submitted proposals.
W.E.B. selected the Harris - NorthStar system in May 2007, implementation
began in August 2007. TMG has been brought in to perform quality
assurance during the implementation.
Results
The project, which included 9 modifications to the base product
and 10 interfaces, was originally planned to take 17 months with
an additional 4 months for post implementation support, is currently
on tract. There is the possibility of a slight delay as neither
Harris nor W.E.B. have the ability to control the work that needs
to be done by W.E.B.'s partner Elmar.
